Carry-on Luggage Regulations

How can Congress take a good idea (limiting carry-ons) and make it bad? By proposing to limit the number of bags instead of the volume. It would seem obvious that the person with a small camera bag, small "ditty" bag, and brief case is not the problem. The person with that huge "I-can-carry-on-a-dead-body-if-necessary" bag is the true nuisance.

Two or three small carry-ons can be stashed quickly and easily in the designated spaces and will cause little injury in an accident. Those huge bags take forever to be stuffed into the overhead compartment and would certainly spell trouble if they were to fall out. Rudy, please champion this cause, before Congress ends up passing a law that will reward those giant-baggers and forces us small-baggers to join them.
