Air Travel With Dog

Why should airlines charge for a small dog to stay under a passenger's seat in a carry-on kennel? The dog is quite a bit smaller than many pieces of carry-on luggage and sleeps for the entire trip, yet it costs $60 each way on Delta. When I asked why the charge, I was told that it was their "policy" !
